The public organization Pan-Ukrainian Association of Valuation Specialists (PUAVS) in its activities, along with acts of state authorities, is also guided by other organizational documents that fix the functions, duties and rights of both the organization itself and its members.

Charter of PUAVS


Pan-Ukrainian Association of Valuation Specialists is an public organization that, on a voluntary basis, unites appraisers and specialists – subjects of legal relations in matters of property valuation, property rights and the use of its results, interested in developing and improving the professional level of appraisers and valuation activities in Ukraine. The activities of the Association do not provide for profit in accordance with the norms of the current legislation of Ukraine.

The main goal of the Association is to unite appraisers and other Ukrainian specialists associated with appraisal activities to conduct educational and scientific activities in the field of appraisal; promoting the improvement of all forms of valuation activities through conscientious, highly professional provision of various types of valuation services and increasing the level of public control by the Association for valuation activities in Ukraine; protection of the legal, social, economic and other common interests of its members in matters of property valuation, property rights and the use of its results...

Regulations on membership in PUAVS


Membership in the Association is voluntary and may be individual, collective or honorary. Each member of the Association retains independence within its competence and assumes obligations to comply with the requirements of the Charter of the Association and decisions of the governing bodies of the Association.

Individual members of the Association may be citizens of Ukraine, foreign citizens and stateless persons who recognize the Charter of the Association, provide annual non-refundable financial assistance in favor of the Association and have submitted a corresponding written application.

Collective members of the Association can be labor collectives of legal entities that share the goals and objectives of the Association, contribute to its activities, recognize the Charter of the Association, provide annual non-refundable financial assistance in favor of the Association and have submitted a corresponding written application.

Honorary members of the Association, by appropriate decision of the Association Council, may be persons who have made a significant contribution to the development of valuation activities in Ukraine...

Code of ethics for the activities of PUAVS members


The code of ethics for the activities of the members of the Association recognizes as the main ethical norm of the behavior of an appraiser – a member of the PUAVS, an independent assessment and review based on compliance with the legislation of Ukraine professionally, objectively and impartially.

PUAVS members must comply with the requirements of the code in their public activities, in the performance of representative functions of PUAVS in other organizations or institutions, in the process of providing valuation services in all cases provided for by the legislation of Ukraine...

Regulations on the PUAVS Expert Council


The PUAVS Expert council is called upon to control the quality of the provision of valuation services by PUAVS members, to conduct an examination (review) of property valuation reports, to promote the formation of professional ethics for appraisers, the authority of PUAVS and PUAVS members.

The PUAVS Expert council is created from members of the PUAVS. As experts in various areas of valuation activities, both PUAVS members and other persons can be involved: representatives of state authorities and educational institutions, as well as other specialists in valuation activities.

The PUAVS Expert council operates on the principles of collegiality. The results of the activities of the Expert council are of a public nature (except for information about the reviewers and the progress of approval of the results of the completed examinations) and should be regularly reported on the PUAVS website and in the PUAVS print media...

Regulations on internal certification of PUAVS members


One of the most important tasks of the Association is to ensure the high quality of work on the assessment and protection of the rights of consumers of valuation services. This is achieved by improving the qualifications of the members of the Association and monitoring the compliance of valuation reports with the Law of Ukraine «On the valuation of property, property rights and professional valuation activities», Valuation standards, mandatory for use by valuation entities. Regulations for the work of the PUAVS Council


This Regulation determines the procedure for the work of the Council of the public organization «Pan-Ukrainian Association of Valuation Specialists».
